Based on my research, I think Taking IT Global is the best option for getting started. It's easy to register and engage in discussions on a variety of topics with youth from around the world.
TakingITGlobal.org is an online community that connects youth to find inspiration, access information, get involved, and take action in their local and global communities. It's the world's most popular online community for young people interested in making a difference, with hundreds of thousands of unique visitors each month.

Allows 4-H'ers to exchange email, photos and multimedia with youth from over 123,000 schools in 191 countries, 7,000,000 students and teachers worldwide.
